WhatsApp Business Billing Change October 2026: What Indian Businesses Need to Know

WhatsApp has become an important customer communication channel for businesses across India. Customers use it to ask questions, check prices, place orders, receive updates, book appointments and get support.

But businesses using the WhatsApp Business Platform (API) need to pay attention to an important pricing change that took effect on 1 October 2026.

Meta has changed how certain WhatsApp Business messages are billed. The biggest change is that service replies sent inside the 24-hour customer service window are no longer completely free. Businesses now receive a monthly free allowance, after which service messages are charged per message.

This change is particularly relevant for businesses using WhatsApp automation, chatbots, customer-support systems and AI assistants.

What changed on 1 October 2026?

Previously, when a customer sent a message to a business through the WhatsApp Business Platform, the business could respond with free-form messages during the 24-hour customer service window without a service-message charge.

From 1 October 2026, Meta introduced billing for these service messages.

For messages delivered to customers in India:

  • Every business phone number gets 1,000 free service messages each month
  • Meta charges only from the 1,001st service message delivered in the month, at ₹0.115 per message
  • Messages sent by customers to businesses remain free
  • Marketing messages continue to be charged separately

Charges are based on the country calling code of the customer receiving the message, so businesses serving customers outside India may have different costs.

WhatsApp Business Platform vs WhatsApp Business App

This change should not be confused with ordinary WhatsApp or the standard WhatsApp Business app.

The pricing change primarily concerns businesses using the WhatsApp Business Platform, commonly called the WhatsApp API, which is used for:

  • Appointment systems

  • WhatsApp-based business applications

A small business simply using the regular WhatsApp Business app for normal conversations should not assume that every ordinary WhatsApp message suddenly costs ₹0.115.

What are the current WhatsApp message rates in India?

For the WhatsApp Business Platform, the October 2026 India rate card includes the following Meta charges:

Service ₹0.1150 after the 1,000 free monthly messages

Volume discounts for utility and authentication messages in India start only at very high volumes: above 25 million utility messages or 750,000 authentication messages in a month. Most small and medium businesses will pay the list rates.

These are Meta's messaging charges and do not necessarily represent the final amount a business will pay.

Depending on how the WhatsApp solution is implemented, businesses may also have costs from a Business Solution Provider (BSP), software platform, automation system, AI service or applicable taxes.

A simple example

Suppose a business receives a large number of customer enquiries through WhatsApp. During a month, its WhatsApp automation sends 3,000 service replies.

The first 1,000 service messages are covered by the monthly free allowance. That leaves:

3,000 − 1,000 = 2,000 chargeable messages

At ₹0.115 per message:

2,000 × ₹0.115 = ₹230

So the Meta service-message charge would be approximately ₹230 before applicable taxes and any additional provider or platform charges.

For businesses handling thousands or tens of thousands of customer conversations, the cost can become more significant.

Without a payment method in Billing Hub, messages after the first 1,000 service messages each month are not delivered.

Add a payment method or your messages can stop

This is the part many businesses will miss. Meta has told WhatsApp Business Platform customers that a business without a payment method in Billing Hub will still have its first 1,000 service messages delivered each month, but messages from the 1,001st onward will not be delivered.

What has NOT changed?

The 1 October change does not mean that every WhatsApp message suddenly costs money. Several important rules remain in place.

Customer messages remain free

When a customer sends a message to your business, Meta does not charge the business simply for receiving that message.

Marketing messages remain separately billed

Promotional messages, offers, campaigns and similar marketing communications continue to use Meta's marketing-message pricing. For India, the listed marketing rate is ₹0.8631 per delivered message.

The 24-hour customer service window still matters

The 24-hour customer service window remains an important part of WhatsApp Business communication. However, businesses should no longer assume that every reply sent during that window is automatically free. The new service-message billing needs to be considered when designing automated customer-support workflows.

Why this matters for AI chatbots

This change is particularly important for businesses using AI-powered WhatsApp assistants. An AI assistant may send several messages during one customer conversation:

What about Meta's own Business Agent?

Meta also offers its own AI assistant for businesses, called Meta Business Agent. Meta's October 2026 rate card lists a separate charge for it: US$2.00 per million tokens, billed by AI usage rather than per message. If you use Meta's agent instead of your own assistant, review that charge separately from the message rates above.

The goal should be fewer, better messages

A well-designed WhatsApp AI assistant should not send unnecessary messages. Instead of sending five separate messages, an AI assistant can often provide the required information in one well-structured response.

Better conversation design can improve both the customer experience and messaging efficiency.

What businesses should review now

Businesses using the WhatsApp Business Platform should review their current messaging system and identify:

  1. How many WhatsApp messages are sent each month?
  2. How many are marketing messages?
  3. How many are utility messages?
  4. How many are service replies?
  5. How many messages does the AI or chatbot send per customer conversation?
  6. What additional fees are being charged by the BSP or software provider?
  7. Are unnecessary automated messages being sent?

This information makes it much easier to estimate the real monthly WhatsApp communication cost.

What this means for small and medium businesses

For a small business with relatively low WhatsApp traffic, the change may have only a modest financial impact because of the 1,000 free service messages per month.

For businesses with high customer-support volumes, however, the change deserves more attention. Businesses operating online stores, clinics, restaurants, travel services, educational institutions, real-estate agencies, service companies, appointment-based businesses and customer-support centres may generate thousands of WhatsApp interactions every month.

For these businesses, WhatsApp automation should be designed with both customer experience and messaging economics in mind.
